What is Sabah Development Corridor?



The Sabah Development Corridor (SDC) was launched on 29 January 2008 to enhance the quality of life of the people by accelerating the growth of Sabah’s economy, promoting regional balance and bridging the rural-urban divide while ensuring sustainable management of the state’s resources. It is part of the five economic corridors inspired by the former Prime Minister YAB Dato’ Seri Abdullah Haji Ahmad Badawi. It is in line with the key thrusts and objectives of the Halatuju Pembangunan dan Kemajuan Negeri Sabah, launched in 2004 by YAB Datuk Seri Panglima Musa Aman, Chief Minister of Sabah, which outlines the direction of the state’s development.

The theme for the SDC is Harnessing Unity in Diversity for Wealth Creation and Social Well-Being. The concept of the SDC is also in line with the theme of One Malaysia: People First, Performance Now announced by YAB Datuk Seri Najib Tun Razak, the current Prime Minister.
The SDC programmes are underpinned by the three key principles that will guide development in Sabah, namely the need to:
  • Capture higher value economic activities
  • Promote balanced economic growth with distribution
  • Ensure sustainable growth via environmental conservation
The initiative by YAB Datuk Seri Mohd Najib Tun Razak to introduce a new high income service-based economic model driver by creativity, innovation and high value is clearly consistent with the principles underpinning the SDC programmes. Under the SDC initiative, sub-regions and growth centres will be planned systematically to ensure optimum resources utilisation and development efforts are well-coordinated.

The initial focus is on enhancing Sabah’s liveability index and making it a business friendly location via targeted infrastructure upgrading and by lowering the cost of doing business.
By 2025, the SDC initiative aims to triple Sabah’s Gross Domestic Product (GDP) per capita and increase its GDP by four times through the implementation of the prioritised programmes. In total, more than 900,000 new jobs are expected to be generated during the SDC implementation period.

MAJOR PROGRAMMES OF SDC

  • Development of Kinabalu Harbour Front and Gold Coast Enclave
  • Consolidation of logistics and transportation infrastructure as well as reducing the cost of doing business
  • Development of the Interior Food Valley: Commercial rice, fruits and livestock production
  • Development of Agro-marine Belt: POIC Lahad Datu, Permanent Food Production Parks, seafood and aquaculture
  • Development of Oil and Gas Industry Cluster
  • Sandakan-Kinabatangan-Beluran Bio-Triangle:    
    Sandakan Education Hub, Sandakan POIC, Bandar Samudera Elopura and Wildlife Conservation
  • Environmental rehabilitation and conservation:
    Ecodesign promotion, carbon footprint reduction (green technology) and biodiversity conservation
  • Brunei Bay Development Zone:
    Multi-modal logistics and transportation, halal industry, Sabah Agro-Industrial Precinct, sailing and sea sports 
  • Agropolitan projects for the rural poor
  • Participation in Trade Fairs and Investment Promotions
  • Promoting new sources of growth via the application of pioneering technology in SDC, such as ICT, biotech and nanotechnology (e.g. creative talent development, bio informatics, Sabah Bio-Xchange Initiatives, incubator network and science-industry linkages)
  • Establishing a One-Stop Service Centre for SDC and Business Desk for SMEs, start-ups and Bumiputera Commercial and Industrial Community (BCIC)
Sabah Economic Development and  Investment Authority (SEDIA) has been entrusted as the One-Stop Authority to drive SDC with the primary responsibility to plan, coordinate, promote and accelerate the development of the SDC.

Menyelami Disebalik Rancangan Malaysia Ke-10 (RMK - KE 10)



1. Apakah yang difahamkan dengan RMK10?

• RMK10 adalah jambatan ke arah mencapai status negara berpendapatan tinggi.
• RMK10 boleh diibaratkan seperti membina sebuah rumah. Bumbungnya adalah gagasan induk iaitu Gagasan 1Malaysia : Rakyat Didahulukan, Pencapaian Diutamakan. Dindingnya adalah Program Transformasi Kerajaan (GTP) dan Program Transformasi Ekonomi (ETP) yang bersandarkan model ekonomi baru iaitu di lipat gandakan pendapatan . Lantainya yang sedang dibina, adalah RMK10 dan seterusnya RMK 11.
• Maka, tangga untuk menaiki rumah 1Malaysia ini adalah dasar-dasar keadilan sosial dan budaya pencapaian tinggi.
• Melalui RMK10, pendapatan per kapita melonjak kepada RM38,845.00 menjelang tahun 2015.
• Malaysia perlu berani berfikir dari luar kotak. Kita tidak boleh memenjarakan pemikiran. Kita tidak boleh terperangkap dengan himpunan peristiwa serta pelbagai saat suka duka sehingga boleh menyebabkan berlakunya paralisis daripada segi tindakan yang dirancang dan ingin dilaksanakan.


2. Apakah tumpuan RMK10 ?

• RMK10 memberi fokus kepada aktiviti ekonomi:
• Bagi meningkatkan pendapatan per kapita rakyat yang tinggi (RM49,000 pada tahun 2020 daripada RM23,000 sekarang).
• Bagi merealisasikan wawasan sebagai negara maju.


3. Apakah pendekatan dalam melaksanakan RMK10 ?

Terdapat 10 idea utama yang digariskan dalam pelaksanaan RMK10 iaitu :-
• Ekonomi dipacu oleh faktor dalam negeri dan persekitaran luar negara.
• Memanfaatkan kepelbagaian etnik untuk mencapai kejayaan di arena antarabangsa.
• Transformasi ke arah negara berpendapatan tinggi menerusi pengkhususan.
• Menjayakan pertumbuhan yang diterajui oleh produktiviti dan inovasi.
• Memupuk, menarik dan mengekal modal insan cemerlang.
• Memastikan peluang sama rata dan melindungi golongan yang mudah terjejas.
• Pertumbuhan bertumpu, pembangunan inklusif.
• Menghargai khazanah alam sekitar.
• Kerajaan umpama syarikat yang berdaya saing.


4. Bagaimanakah RMK10 boleh menangani masalah rakyat?

• RMK10 adalah untuk semua rakyat tanpa kira bangsa, agama dan budaya. Ia akan dinikmati oleh semua lapisan rakyat di Semenanjung, Sabah dan Sarawak.
• Kesulitan yang dihadapi oleh rakyat didapati melalui maklum balas dan tinjauan mesra.


5. Adakah RMK10 memberi tumpuan kepada membasmi kemiskinan?

• Memastikan setiap rakyat menikmati kemakmuran hasil pembangunan negara.
• Pendekatan ini akan menjamin keadilan sosial kepada golongan yang benar-benar memerlukan bantuan dan tiada sesiapa yang akan dipinggirkan.
• Kerajaan akan terus mengambil langkahlangkah perlu bagi memastikan masa depan yang lebih baik untuk semua rakyat.


6. Bagaimana dengan kedudukan golongan terpinggir?

• Golongan terpinggir yang tinggal di kawasan pedalaman, terutamanya yang mendiami rumah panjang di Sabah dan Sarawak, Orang Asli dan pekerja di estet di Semenanjung Malaysia akan diberi tumpuan.
• Kerajaan akan membela mereka yang kurang bernasib baik ini untuk keluar daripada cengkaman kemiskinan.
• Kerajaan sedang mempertimbangkan kaedah untuk memberi hak milik tanah kepada masyarakat Orang Asli dan bumiputera di Sabah dan Sarawak untuk membolehkan mereka menjalankan aktiviti pertanian secara bersepadu.
• Tumpuan akan diberi untuk memperbaiki kualiti hidup pekerja ladang.
• Penduduk yang tinggal di kampung Cina juga akan diberi bantuan. Kini, terdapat 280 000 isi rumah yang tinggal di kawasan Kampung Baru Cina.


7. Bagaimanakah RMK10 boleh membangunkan modal insan bertaraf dunia?

• Kerajaan akan salur peruntukan besar untuk membangunkan modal insan.
• Kerajaan akan mengambil langkah holistik bagi memperkukuh sistem pendidikan dan latihan, bermula daripada pendidikan awal kanak-kanak hinggalah ke peringkat pengajian tinggi.
• Kerajaan akan pastikan kualiti guru dan tenaga pengajar mencapai tahap yang sewajarnya.
• Kerajaan akan menubuhkan Sekolah Berprestasi Tinggi (SBT) untuk membolehkan pelajar mencapai kecemerlangan dalam semua aspek pendidikan.
• Keperluan guru Bahasa Mandarin di Sekolah Jenis Kebangsaan Cina serta Sekolah Kebangsaan juga akan dipertimbangkan.
• Nisbah guru siswazah di sekolah rendah akan di tingkat daripada 28% kepada 60%.
• Program pensiswazahan guru akan dipergiatkan. Syarat kelayakan pelantikan guru prasekolah akan ditingkatkan kepada Diploma dan Sarjana Muda.


8. Bagaimanakah matlamat RMK10 boleh dicapai?

Cara untuk mencapai matlamat RMK10 adalah berdasarkan kepada beberapa pendekatan iaitu:
• Gagasan 1Malaysia: Rakyat Didahulukan Pencapaian Diutamakan.
• Program Transformasi Kerajaan GTP.
• Program Transformasi Ekonomi (ETP) yang bersandarkan kepada Model Baru Ekonomi.
• Dua Rancangan Pembangunan 5 tahun iaitu RMK10.
• Membudayakan kreativiti dan inovasi.
• Mementingkan kepantasan bertindak dan membuat keputusan.
• Nilai untuk wang atau “value for money”.
• Nilai integriti.


9. Berapakah peruntukan RMK-10?


• Sebanyak RM230 bilion diperuntukkan untuk melaksanakan RMK-10.
• Peruntukan ini melibatkan 55% untuk projek ekonomi, 30% untuk program sosial, 10% untuk memperkukuhkan keamanan dan keselamatan dan 5% untuk menampung kos pentadbiran.


10. Contoh-contoh peruntukan projek/ program adalah seperti berikut:

• RM150 juta digunakan untuk melatih 20,000 pelajar yang tercicir. RM80 juta untuk pekerja yang kehilangan pekerjaan tanpa pampasan. RM500 juta untuk tujuan pinjaman kepada pekerja dan mereka yang sudah tamat pelajaran untuk menjalani latihan dan peningkatan kemahiran.
• Jalur lebar diperluaskan sehingga 75% menjelang 2015. RM2.7 bilion untuk membina jalanraya dan landasan kereta api ke pelabuhan dan lapangan terbang.
• Kemudahan bekalan elektrik dilaksanakan di hampir 100% kawasan luar bandar di Semenanjung dan 99% di Sabah dan Sarawak.
• Air bersih disalurkan kepada hampir 99% penduduk luar bandar di Semenanjung, 98% di Sabah dan 95% di Sarawak.
• RM6.37 juta untuk membina 197 klinik baru bagi penggal baru RMK10.

Najib: Government Has Met Its Transformation Programmes' Aims

Najib announced that the people's aid handout BR1M will be a yearly affair.

PETALING JAYA: Prime Minister Datuk Seri Najib Razak (pic) on Tuesday presented his latest report card for the Government Transformation Programme and Economic Transformation Programme that aims to make Malaysia a high income nation by 2020.

He said the aims under seven critical areas have been met and with the economy in good shape.

“We have kept our promises,” he said, particularly in giving people access to the best in life good wages, quality education, good public facilities, home ownership among others.

He also announced that the people's aid handout, BR1M, will be a yearly affair 

Cost of Living 

*Initiatives taken include expanding the 1Malaysia people's aid programme targetted at the people who need them by allocating RM2.34bil benefitting six million Malaysians.

*1Malaysia school vouchers of RM100 given to 5.24 million students amounting to RM524mil.

*1Malaysia book vouchers worth RM250 each given to 390,000 students in universities and colleges totaling RM97.5mil.

*Aid and grants given to the people worth RM37.8bil, including RM22.3bil in subsidies, RM873.5mil incentive payments and RM14.6bil in direct aid.

*85 1Malaysia shops selling basic goods at prices 20% to 40% below market price and 168 clinics that offer health care at RM1. 

Increasing Standard Of Living Among Low Income Households

*Poverty rate has been cut by 1.7% but efforts will continue to increase standards of living.

*Under the programme to end poverty, 106,967 people have been registered for jobs, businesses, and agriculture and have received help.

*Under the e-Kasih programme 89% or more than 100,000 of those who registered have been lifted from poverty in three years.

*Government has offered 100,000 units of affordable housing. 

Uplifting Rural Basic Infrastructure 

*More than 3,300km of roads have been built and, 1.4 mil households have clean water supply and more than 470,000 households have access to steady electricity suppy.

*The government has built and repaired 53,000 homes for the rural poor. 

Improving Students' Academic Achievements

*Preschool enrolment is now at 80% in 2012, compared to 67% in 2009.

*In 2012, 164 schools have been lifted from the low performing ranks.

Improving Public Transport

*The government has improved the LRT and MRT connections. The people are urged to be patient until the projects are completed.

*Among others, six coaches have been added to KTM Komuter and GoKL offers free bus service.

*In the future the people can look forward a high speed train between Kuala Lumpur and Singapore that will take just 90 minutes. 

Eradicating Corruption

 *Initiatives taken have borne fruit. According to Transparency International, in the perception of graft ranking, Malaysia has moved six steps up to 54 in 2012 and third in Asean

* 14 Special Session Courts established in the last three years and 400 graft cases have been tried and nearly 260 cases decided upon by 2012 

Reducing Crime

*Initiatives have been further expanded to ensure greater police presence, particularly in collaboration with resident and community associations and strengthening initiatives such as the deployment of more police personnel to concentrate on “Hotspot” areas to reduce crime.
